A Report : Two Days Workshop on "Defence, Technology and Cooperative Security in South Asia,"
May 27-28, 2002


Centre for peace and Development Studies, India, in association with the Post Graduate Department of Political Science, Utkal University organized a two-day workshop on "Defence, Technology and Cooperative Security in South Asia" based on the theme of the Summer Workshop on "Defence, Technology and Cooperative Security in South Asia," organized By Regional Centre for Strategic Studies (RCSS), Colombo, Sri Lanka: January 5-14,2002 at Tangerine Beach Hotel, Kalutara, Sri Lanka on 27-28 May 2002 at Bhubaneswar, Orissa India.

The inaugural was presided over by Prof. Mrs. Sharada Rath, Chairperson P.G. Council, Utkal University. Amitav Acharya, Professor and Deputy Director, IDSS, Nanyang Technological University, Singapore and Chairman International advisory Board, CPDS, delivered the Keynote Address in which he dealt at-length the emerging security scenario post cold war especially in the context of September 11, 2001 and with reference to the ideological debate based on " End of History and the Last Man" and the "Clash of Civilizations" having relevance for South Asia and how the new pattern has held human security a hostage in a multi-polar world with a single dominant power.

This was followed by the screening of a documentary titled "Pakistan And India Under the Nuclear Shadow."

The plenary had two distinguished presenters. Professor S.N. Rath, Spoke on Terrorism, A New Threat to Security. Mr. Sarat. C. Mishra Former D.G of Police, Orissa and having extensive experience in the security aspects during his stint in the RAW, Intelligence Bureau and India Missions spoke on International Security Scenario and analyzed the parameters that is threatening the security in South Asia in the context of current stand off between India and Pakistan. The session was chaired by Professor Surya Kanta Das, formerly Head Dept. of Commerce. Nirmal K. Sahu and Umakanta Parida were the Rapporteurs for the session. The Participants presented their views and comments.

The post launch session was chaired by Prof. Bhabagrahi. Mishra a scholar on Gandhian studies. Two papers were presented on Nuclear and Other Security Issues in South Asia, one titled Security Issues: China, India, Pakistan and Their Nuclear Perceptions by Prfessor Surya Narayan Mishra, Head, PG department of Political Science, Utkal University and the other on Politics and Strategy of Nuclear Weapons and Deterrence: Trends in South Asia and Implications, by Arabinda Acharya Research Coordinator, CPDS. Deepak K. Mohanty and Gyanedra Rout were the rapporteurs for the session

The second day’s session was on Cooperative Security and Confidence Building Measures. The session was chaired by Prfessor Surya Narayan Mishra, and had three presentations: Track II Initiatives as CBM by Professor B. Satapathy, Centre for Chinese Studies, Utkal University, Role of Media and NGOs on Conflict Resolution and Confidence Building by S. Mohapatra, Regional Director, Indira Gandhi National Open University, Conflict Management: A Gandhian Model by Prof. B.Mishra who taught Anthropology and Indian Studies at the Heartford Seminary Foundation, USA. Dayasindhu Parida and Debadutta Choudhury were the rapporteurs for the session

This was followed by the presentations by some of the participants and rapporteurs.

Prof. P. Nayak Vice Chancellor Utkal University was the Chief Guest for the Valedictory who also distributed the certificates to the participants. Professor Nayak spoke extensively on the human aspects of security in the context of present volatility in power arrangements and the cost of present day conflict.

Arabinda Acharya Research Coordinator, CPDS and himself a participant in the RCSS workshop coordinated the workshop with Professor B. Satapathy of the University.
